Baghlan is a city is located in northern part of Afghanistan; it is situated in Baghlan Province. It is located three miles east of the Kunduz River, 35 miles south of Khanabad, and about 1,700 metres above sea level in the northern Hindu Kush. The capital city of Baghlan is Puli Khumri. Burka district is located in the northeastern part of Baghlan province. Its population is approximately 49,000 people. The capital of Burka district is the city of Burka. It is located in the foothills of the Hindu Kush mountains. Puli Hisar is a district in Baghlan Province, Afghanistan. On 25 March, 2002, a major earthquake shook Nahrin District, causing significant loss of life and enormous damage to infrastructure and water resources.

Majority of the people living in Baghlan belongs to a middle class. The main sources of income in this province include agriculture, medium-sized industries, and small and medium enterprises. The Baghlan River plain between Khenjan and Baghlan Jadid Districts has large irrigation canal systems that are currently being rehabilitated. Currently, Baghlan has the only cement factory producing 100 tonnes of cement daily but the output is insufficient to satisfy the growing demand. The factory could cover a substantial share of the national demand if energy was provided to increase production capacity. While Baghlan hosts a number of higher education facilities there is a great need and potential to improve quality standards of these institutions. There is no shortage of an industrial work force in this Province. In addition, small to medium initiatives for vocational and literacy training as well as for Business Development Services are the drivers of economic progress.

Baghlan is the main source of beet-sugar production and has a sugar refinery. Cotton manufacturing mills are also there contributing in the economic growth of the province. This rapid industrial development has led to fast population growth. Recently built major highways link Baghlan with Kabul, the nation’s capital, 130 miles south, and with other commercial, industrial, and administrative centers of Afghanistan. About 20 miles southwest of Baghlan is Ateshkadeh-ye Sorkh Kowtal, site of the ruins of a Zoroastrian fire temple, believed to have been built in the 1st century AD by the Kushan emperor Kaniska I. The population of Baghlan is predominantly Tadzhik.
